Georgia Partnership for TeleHealth, Inc. and Georgia's Lt. Governor Casey Cagle's Office Hosted the 2nd Annual School Based Health Center Summit on November 9, 2012

(PRWEB) December 06, 2012 </p><p> Participants from all around Georgia and surrounding states flocked to Central Georgia Technical College in Macon on November 9, 2012 to learn more about School Based Health Centers. This event was hosted by Georgias Lt. Governor Casey Cagles Office and Georgia Partnership For Telehealth. It was sponsored by Childrens Healthcare of Atlanta, Verizon, and Amerigroup. Two successful SBHC models were presented at this Summit: The Federally Qualified Health Center model and the Telemedicine Model. </p>&#13;
<p>The keynote speaker for this event was Dr. Veda Johnson, a pediatrician from Emory. Dr. Johnson outlined the data and statistics that support the implementation of SBHCs. With access healthcare, a students overall academic achievement improves.</p>&#13;
<p>Representatives from three Georgia FQHCs presented their strategies in opening SBHCs in early 2013. Those representing FQHCs were Shelley Spires and Clifton Bush, Albany Area Primary Health Care; Diana Allen, Primary Healthcare Centers; Karen Williams, West End Medical Centers.</p>&#13;
<p>Sherrie Williams, LCSW and GPT SBHC Liaison, discussed how telemedicine works with a SBHC. She discussed that community partnerships are important to the success of a SBHC. Les Evans, GPT Liaison, demonstrated the capabilities of the telemedicine equipment.</p>&#13;
<p>Lunch was sponsored by Childrens Healthcare of Atlanta. D.D. Fritch-Levens, Childrens Contact Center Director, explained Childrens impact in Georgia. She also discussed the high level of participation that Childrens has with SBHCs who utilize telemedicine. Dr. Felissa Goldstein, a psychiatrist at Marcus Autism Center, talked about her experience using telemedicine to reach families across the state. She acknowledged that without the use of telemedicine, many of these families would go untreated.</p>&#13;
<p>The Georgia Family Connection Partnership has been vital to the SBHC movement in Georgia. Lisa Kingry, Executive Director of Turner County Connection, explained why Family Connection is such a tremendous partner. She described the tight bond many Family Connection groups have with their local communities. She believes that this bond establishes a level of trust needed when embarking on a new initiative like a SBHC. June Cowart, Turner County SBHC Coordinator, also works very closely with the Turner County Connection. She explained her role as the SBHC Coordinator and the many responsibilities she fulfills in this role. SBHCs are typically much for efficient and successful when there is a single point of contact, such as a coordinator.</p>&#13;
<p>Dr. Brain Griner, MD, LLC has been involved with SBHCs since 2010. He utilizes telemedicine in his Valdosta office to provide primary care to children all throughout South Georgia. His partner, Dr. Richard Lewis, Ph.D., explained how telemedicine and SBHCs fit into the daily schedule of a very large and robust practice. Dr. Griners office is currently serving children and adults in 13 SBHCs.</p>&#13;
<p>Superintendents from Ware County and Turner County discussed the reasons for implementing SBHCs into their systems. Both Dr. Joseph Barrow, Ware County, and Ray Jordan, Turner County understands that children must be healthy to learn. Ware County implemented two SBHCS in 2011 and added eight more SBHCs in 2012. Mr. Jordan explained that Turner County began earlier this school term with one SBHC and intends on providing care to all of its students later this year. Both superintendents discussed specific cases where SBHCs had changed the outcome of some of their students success and achievement.</p>&#13;
<p>Since asthma tends to be one of the most chronic diseases for Georgias children, Doug Landman and Bonnie Joustra from Ideomed, Inc. presented a software application, Abriiz, that is proving to be a successful tool in SBHCs. They discussed how a SBHC in Berrien County, Georgia used the software with a small group of students and saw a tremendous decrease in the rate that group of students were presenting to the ER. Prior to beginning the program, the local hospital reported 24 asthma related visits in the ER. Nearly one year after beginning Abriiz, that number of ER visits dropped to one.</p>&#13;
<p>A panel of school nurses fielded questions regarding their role in SBHCS. The participating nurses were: Lynn River and Jana Walker, Ware County; Kellie Jones and Mona Morris, Turner County; Angie Barber, Pheobe Putney. School nurses are vital to the implementation and success of SBHCs. The nurses explained that they are learning to redefine their roles in the school clinic. Where once they were used to repair broken flip-flops and change dirty clothes, they are now shifting to a more medically focused position. Their role as a medical professional in the SBHC has re-validated them. Tasks not belonging to a medical professional are being shifted to other staff members in the school and nurses are once again focusing on the health and wellbeing of their students.</p>&#13;
<p>Shea Ross, Constituent Services Coordinator/Healthcare Policy Analyst, from the office of Lt. Governor Casey Cagle discussed various health related policies that could begin effecting Georgias medical community, as well as, SBHCs. Lt. Governor Cagle attended the Summit via pre-recorded video. In his statement he expressed his support of the work being done by SBHCs.</p>&#13;

Congressional Leaders Team With Tea Party Submit Thousands of No Tax Increase Petitions

United States Declares Decision on Joining Mine Ban Treaty Is Coming Soon, Reports USCBL

Geneva, Switzerland (PRWEB) December 07, 2012 </p><p> At the Twelfth Meeting of States Parties to the Mine Ban Treaty, the United States observer delegation stated that the U.S. will be announcing the outcome of its three-year review of its landmine policyand whether or not it will join the treatysoon. </p>&#13;
<p>In the statement, Steve Costner, deputy director of Weapons Removal and Abatement at the U.S. Department of State, said, We have not made a decision on United States accession to the Convention. Our review has identified operational issues related to accession that require careful consideration. This consideration is ongoing, and we expect to be able to announce a decision soon.</p>&#13;
<p>In response, the U.S. Campaign to Ban Landmines (USCBL) held a briefing to discuss the statement and the status of the review. Speaking as a member of the panel, Costner indicated that soon meantat the leastthat an announcement of the decision of the review would take place no later than the next Meeting of States Parties in November 2013.</p>&#13;
<p>Civil society campaigners at the conference recognized that this was the first time the administration has indicated publicly that the review is nearing conclusion, but were disappointed that there was no mention of an actual end date for the review; information about the current stage of the process; or what operational issues had been identifiedand what strategy was being implemented to overcome them.</p>&#13;
<p>On the one hand, we were happy to see the continued engagement of the U.S., said Zach Hudson, USCBL coordinator. And it was also positive to hear that the review would be completed soon. But on the other hand, at this point we expected a stronger statement. This process has been languishing for three years now. We hope the President will now take bold action at the beginning of his second term and ban this weapon once and for all.</p>&#13;
<p>At the briefing, Costner also stated, in response to questions about the operational issues cited in the statement, Weve made real progress. Weve identified the issues. Our homework is done. Now its about looking at the options and going forward.</p>&#13;
<p>The U.S. reportedly retains some 10 million stockpiled antipersonnel mines for potential future use. With Polands imminent ratification of the treaty, also announced at this conference, the U.S. is now one of only 36 countries in the world that have not joined the Mine Ban Treatyand is the only member of NATO that is not a States Party, and the only country in the Western Hemisphere, aside from Cuba, that has not joined.</p>&#13;
<p>Over the past three years, Obama and his administration have received letters of support for U.S. accession to the Mine Ban Treaty from 68 Senators, nearly 100 leaders of prominent U.S. nongovernmental organizations, key NATO allies, U.S. military personnel, 16 Nobel Peace Prize recipients, landmines survivors and countless citizens from around the world. </p>&#13;
<p>The U.S. was the first government to call for the elimination of antipersonnel landmines in 1994, but then President Clinton postponed joining the treaty until 2006, and President Bush did away with that goal altogether, said Steve Goose, executive director of the Arms Division at Human Rights Watch and Head of the International Campaign to Ban Landmines Delegation. Were still waiting.</p>&#13;
<p>One hundred and fifteen countries are registered at the States Party Meetingincluding the U.S. and 17 non-States Parties participating as observers. </p>&#13;

<p>At the time of Loving v. Virginia you had a Supreme Court that was in the middle of a twenty year tear on civil rights, says Naughton. Brown vs. Board got rid of separate but equal. Roe v. Wade gave women the right to abortion. And Loving said that no state could deny an interracial couple the right to marry."</p>&#13;
<p>The Rehnquist and now Roberts courts are every bit as activist a court as Warrens, but generally for the wealthy and politically powerful, not for individual citizens rights: stopping the vote count in Bush v. Gore, affirming themes that money equals free speech and corporations are people at the heart of Citizens United continues Naughton. The Warren Court was ahead of history. The Roberts Court is behind, but maybe they will surprise us as they did in Obamacare. <p>According to Culhane, this could be a Loving v. Virginia moment but were not as far along as we were in 1967 with interracial marriage." </p>&#13;

IEC International Standards help to keep the power on

(PRWEB UK) 10 December 2012 </p><p> IEC standardization work is central to the global expansion of industry and economy.</p>&#13;
<p>When Hurricane Sandy struck the North-eastern United States, one of the world's most technologically advanced societies, it brought home to millions how central electricity is to their lives. </p>&#13;
<p>In many countries, everyday services and amenities such as water supply, heating, transport and communications are taken for granted. That is, until a major natural disaster cuts offelectricity, bringing all other services to a grinding halt. At the global level, all links in the entire chain, from the generation to the distribution of electrical power to end users, rely on International Standards prepared by many IEC TCs (Technical Committees) and SCs (Subcommittees).</p>&#13;
<p>Converting primary sources&#13;
<br />Electricity generation results from the conversion of mechanical or thermal energy from primary sources, such as fossil fuels, nuclear or renewable energies, into electric energy. This process requires different machines such as hydraulic, steam and wind turbines, or other systems, to harness solar or marine energy.</p>&#13;
<p>The fact that IEC TCs preparing International Standards for power generation, transmission and distribution were among the first to be created demonstrates the need for standardization in an industry that is central to the economic activity and prosperity of all countries. </p>&#13;
<p>Created in 1913, TC 4: Hydraulic turbines, was one of the first IEC TCs, reflecting the pioneering role played by hydropower in electricity generation. Hydropower is the primary source of renewable energy worldwide, representing 16% of global electricity generation in 2010, according to the IEA (International Energy Agency). Thanks to pumped storage facilities, it is also the main source of EES (electrical energy storage), making up 99% of the world's capacity (see article on pumped storage in this e-tech http://www.iec.ch/etech/2012/etech_1112/tech-1.htm). </p>&#13;
<p>The IEC's commitment to EES is illustrated by its decision in October 2012 to establish TC 120: Electrical Energy Storage Systems</p>&#13;
<p>From fossil fuels to new renewables &#13;
<br />Two thirds of the worlds electricity are currently generated by burning fossil fuels, mainly coal but also gas. This requires the use of steam turbines in nuclear power plants and the exploitation of geothermal energy. Steam turbines are also used to generate electricity from biomass. </p>&#13;
<p>International Standards for steam turbines are prepared by TC 5, whose origins date back to 1927. Steam turbines have also been adopted in other domains such as integrated gasification combined cycle, industrial and petrochemical plants. </p>&#13;
<p>The share of electricity produced from non-hydro renewable sources is increasing rapidly; it is expected to grow more than seven-fold between 2010 and 2035, according to the IEA. This expansion is driven by environmental concerns and the volatile price of fossil fuels.</p>&#13;
<p>TC 82: Solar photovoltaic energy systems, TC 88: Wind turbines, TC 114: Marine energy Wave, tidal and other water current converters, and TC 117: Solar thermal electric plants, established in 1981, 1987, 2007 and 2012 respectively, prepare International Standards that cover all the different technologies developed to utilize power from these renewable sources, which are expected to generate nearly a third of global electricity in 2035.</p>&#13;
<p>Stepping up and down&#13;
<br />Electricity generated by power plants must be adapted for transmission and distribution. Transformers are used to convert a system of alternating voltage and current into another system of voltage and current, usually of different values. They are an important link in the electricity generation, transmission and distribution chain. </p>&#13;
<p>They are installed in step-down or step-up substations in which outgoing voltage from the transformers is reduced or increased in comparison with that of the incoming power. &#13;
<br />Transformers are technologically mature products with a low rate of problems, indicating the overall adequacy of International Standards prepared by TC 14: Power transformers, which was created in 1939. TC 14 work covers "transformers with power ratings above 1 kVA single phase and 5 kVA polyphase". </p>&#13;
<p>Power transformers are produced and procured widely across frontiers without problems. This trade relies on IEC International Standards, against which transformers can be purchased, manufactured, tested and inspected. TC 14 International Standards are adopted as national standards in many countries and used globally by utilities, consultants and project management companies as the basis for the specification of power transformers.&#13;
<br />Demand is strong across the entire range of power and voltage, both to accommodate growing demand for electricity and to replace ageing units. </p>&#13;
<p>However, power transformers are not immune to failure, which is often caused by external factors. This was the case when Hurricane Sandy provoked the explosion of a Consolidated Edison transformer in a Manhattan power station on 29 October 2012. Such failures can paralyze entire distribution networks, as was the case then. </p>&#13;
<p>Distributing &#13;
<br />Electric power is generally produced some distance away from where it is needed. Proper distribution is therefore essential and relies on many systems such as wires, cables and various electrical accessories. Overhead conductors and lines, as well as cables of all kinds, are what immediately come to mind when power transmission is mentioned. Overhead electrical conductors are an essential link in the transmission chain. </p>&#13;
<p>TC 7: Overhead electrical conductors, was set up in 1928 to prepare recommendations for bare aluminium wires and conductors. Its work now covers all kinds of overhead conductors including ground wires and hardware directly connected to conductors for the purpose of maintaining electrical/mechanical continuity. It also prepares International Standards related to guidance for the fabrication and use of overhead electrical conductors and test methods for assessment of their performance when in operation. &#13;
<br />TC 7 also prepares International Standards for new types of overhead electrical conductors required by innovative fibre or carbon-reinforced high performance wires. These International Standards are usually specified in projects financed by international agencies such as the World Bank.</p>&#13;
<p>TC 11: Overhead lines, prepares International Standards for overhead lines above 1 kV AC and 1,5 kV DC nominal voltage, "excluding railway traction supports and line materials".&#13;
<br />The scope of TC 11 concerns the reliability of overhead lines and also deals with safety aspects, including the definition of clearances, tests on structures, foundations and fittings and methods of erection. It sees increased interest in EHVDC (extra high voltage direct current) transmission, possible surges in AC transmission voltages and new technologies in the construction of overhead lines as technology trends that will require more work.</p>&#13;
<p>TC 20: Electric cables, which first met in 1934, "prepares International Standards for the design, testing and end-use recommendations (including current ratings) for insulated electrical power and control cables, their accessories and cable systems, for use in wiring and in power generation, distribution and transmission". </p>&#13;
<p>The not so obvious&#13;
<br />Besides the most conspicuous installations and equipment such as dams, conventional or nuclear power plants, transformers and overhead lines and cables, the generation, transmission and distribution of electric power depends on many other vital additional systems and components that rely on standardization work from a variety of other IEC TCs.</p>&#13;

Richard McConathy, Dallas Marijuana Lawyer: Unconstitutional Federal Laws Keeping States from Setting Their Own Destiny on Drug Policy

Dallas, TX (PRWEB) December 12, 2012 </p><p> Colorado and Washington voters passed broad marijuana legalization state laws November 6, legalizing cannabis for recreational use. While several states have passed medical marijuana laws, these two states are the first to have such broad laws. Undoubtedly, the victory will invigorate efforts in other states, including Texas, to loosen prohibition laws for marijuana. However, the federal government continues to stand in the way of any state truly allowing its citizens the freedom of enjoying cannabis, a natural, harmless project, said Richard McConathy, a Dallas marijuana defense lawyer.</p>&#13;
<p>"The federal government never learned its lesson from Prohibition that the states can handle determining what substances their citizens can use," McConathy said. "They continue to stand in the way of states by usurping state authority with unconstitutional federal laws."</p>&#13;
<p>Under the ballot measures, which were put on the ballot after supporters gathered enough signatures on petitions, people 21 and older may possess one ounce and six plants in Colorado, and adults may buy one ounce of marijuana from licensed sellers. Unlike other states, buyers do not need a prescription, merely a photo ID to prove age. </p>&#13;
<p>While Texas retains laws criminalizing marijuana for now, its residents have a strong inclination toward freedom, and sharing a border with Mexico has given Texans a close look at the brutal violence that the War on Drugs has spawned, McConathy said. Texans cannot petition to have an item put on the ballot the Legislature either must pass a bill that the governor signs, or two thirds of each legislative house must vote to put it on the ballot as a state constitutional amendment. Lobbying efforts are underway to change the law by the Texas chapter of NORML, the Texas Coalition for Compassionate Care and other supporters.</p>&#13;
<p>However, one barrier exists for Texas and every other state: the federal government. The federal Controlled Substances Act lists marijuana as a Schedule I drug, a list that is supposed to be reserved for narcotics with the highest potential for abuse and no accepted medical use. This is despite studies showing few, if any, harmful physical effects from cannabis use, and multiple studies showing marijuana as an effective combatant of symptoms of multiple sclerosis, epilepsy, cancer, and many other serious conditions. Federal law bans marijuana absolutely.</p>&#13;
<p>States have laws on controlled substances, as well. However, they are not always in sync especially now that 18 states and the District of Columbia have recognized the medicinal value of marijuana and allowed it for medical use, and now that voters in Colorado and Washington have seen fit to abandon the failed strategy of prohibition, McConathy said.</p>&#13;
<p>Whenever state law has not matched the prohibition of federal law, though, federal governments have ignored state law and enforced prohibition policy. The federal government has been enabled by U.S. Supreme Court case Gonzales v. Raich (545 U.S. 1 (2005)). In that case, Angel Raich, an ailing California woman using cannabis under the California medical marijuana law, argued that the federal government could not enforce the Controlled Substance Act to take away her treatment, since it conflicted with state law. The George W. Bush Administration argued that federal law was supreme. </p>&#13;
<p>The U.S. Supreme Court sided with the Bush Administration that the Commerce Clause's granting of power to regulate interstate commerce gave them the power to determine drug policy within the states, rejecting arguments that the 10th Amendment reserved powers to the states not listed in the Constitution such as the power to determine what substances may and may not be used. Under the ruling, the federal government had far more power than just regulating trafficking between states it could actually ban sale and possession of controlled substances, and enforce those federal laws over state law.</p>&#13;
<p>The Obama Administration has continued the Bush policies. In the past year, federal authorities under the Obama administration have shut down 600 dispensaries that were properly operating under California law. The Department of Justice and Attorney General Eric Holder have yet to comment specifically on the Colorado and Washington ballot measures, but the U.S. Attorney in Colorado ominously released a statement the evening of the initiative's passing that " "The Department of Justice's enforcement of the Controlled Substances Act remains unchanged."</p>&#13;
<p>Justice Louis Brandeis famously described states as laboratories for democracy, where U.S. citizens can try out new ideas and, if they worked, other states might adopt them. Several states have been experimenting with the idea that prohibition doesn't work, and that by decriminalizing and legalizing marijuana, a substance that has not been conclusively or credibly shown to have harmful effects, states may be able to keep citizens out of jails and engaged in a productive society.</p>&#13;
<p>"The federal government, instead of allowing this to happen, has forced prohibition down the throats of states that don't want it," said McConathy. "The Raich case was wrongly decided. The federal government has no business usurping powers properly granted to the states, like the power to regulate controlled substances."</p>&#13;
<p>In fact, in acting upon a power it should not have, the federal government has neglected a responsibility it actually does have authority over foreign policy, McConathy said. U.S. residents have a never-ending appetite for the substances the government tries to control, like marijuana but, due to prohibition, has difficulty cultivating those products within U.S. borders. This leads to drug cartels, which no foreign government has shown any ability to control, importing the drugs illegally into the United States. The cartels are violent and aggressive, and thousands have died in their wake. </p>&#13;
<p>"If the United States wants peace in the Western Hemisphere, they could destroy the drug cartels' profits immediately by ending prohibition," McConathy said. "Instead, the United States allows the cartels to run the drug trade by keeping honest people from engaging in it. This has caused immeasurable, gruesome violence that is sure to spill over the Mexican border into Texas."</p>&#13;
<p>The federal government should immediately stop enforcing this unconstitutional policy, and leave drug policy to the states, McConathy said. </p>&#13;
<p>"Texans can best decide whether Texas should continue the failed policy of prohibition," he said.</p>&#13;

<p>An Increase in Sales that is Beyond Normal&#13;
<br />Thus far in 2012, Edina Realty's units of sale are up 20 percent over 2011, and this growth is in line with the growth that has occurred in the Minneapolis/St. Paul market, Jandric says. This growth has taken place as foreclosures have slowed drastically, as much as 60 percent from their high, she explains. </p>&#13;
<p>"If there is normal anymore, a normal rate of increase in sales is always single-digits," Jandric says. "You can see what a strain being up 20 percent has on the inventory in the market," she adds. "I do not want 20 percent growth, I think it might be more than the market can handle," she explains. "We would be happy with growth being in the three to six percent range," she comments, noting that growth is measured by the number of units, not by prices.</p>&#13;
<p>Plenty of Buyers, Not Enough Inventory&#13;
<br />With inventory at a nine-year low, Edina Realty has a challenge that is being faced across the U.S. right now, and is echoed by our interviews with Miller and Dr. Kolko: plenty of buyers, and not enough inventory. In addition to the slowing of foreclosures, Jandric also attributes the lack of buyers to low interest rates. "So many people have refinanced, they stay put for now, because of these low rates," she comments. Regarding the decline in inventory, "we saw this coming about a year ago," Jandric says. "We are watching the market every day," she adds. </p>&#13;
<p>At this time, many sellers cannot move forward because "they do not have any appreciation or any equity in their home," Jandric says. Someone who bought from 2002 to 2008, "they really are not in a position where they can make a move and get some appreciation in their home," she adds. In addition to homeowners who are "underwater" on their mortgages, there are some who would essentially walk away, even if they sold their home, because the equity in that home would mostly be swallowed by the remainder of the mortgage as well as closing costs. "At the end of the day, if they are walking away even, they don't really have equity," she explains.</p>&#13;
<p>Dr. Kolko notes that inventory is particularly tight in Arizona, California, and Nevada, which have relatively short foreclosure processes, "much less time than it takes in New York, New Jersey, Florida, or Illinois." Those states with shorter processes "are much more of the way through their foreclosures than a lot of East Coast states are," he says. With fewer foreclosed homes on the market, "that's trunking the inventory," he explains.</p>&#13;
<p>Miller, who is based in New York, explains that in New York and Miami, "you have got housing prices effectively stable or flat, and you have got inventory falling sharply, and falling fairly consistently for the last 18 to 24 months." He adds, "There is a link between inventory falling and credit being tight."</p>&#13;
<p>"Sellers become buyers when they sell, or they become renters," Miller comments. "If you bought something five or seven years ago, and you sell it today, when you bought it, you bought it for 10 percent down," he explains. "Today, you need 20 percent," he notes. </p>&#13;
<p>Tighter credit has frustrated many who "are looking at low rates, and want to take advantage of the opportunity, but do not qualify to trade up," Miller says. "Realtors are scratching their heads, with rates at record lows, and affordability higher than ever, but not enough inventory," he comments. </p>&#13;
<p>Out-of-Home Marketing to Grow Inventory&#13;
<br />Growing inventory was a focus of Edina's 2012 campaign, and its new advertising agency, Preston Kelly, was selected to help Edina grow inventory more into 2013. As Lynn Clare, Vice President of Marketing since 2000, explains, "our out-of-home campaign this year will focus on encouraging people to list homes by demonstrating that homes are selling." </p>&#13;
<p>Clare notes that out-of-home marketing will be a major emphasis for the company because "it gives us the best reach for our money." She adds, "It allows us to capture maximum impressions along all of the main traffic arteries in our market with large 14 by 48 foot bulletins." Edina will also be using "smaller boards to bring our message to specific neighborhoods, where we are in need of more inventory or market share," she explains. </p>&#13;
<p>The Increased Importance of Digital Advertising&#13;
<br />Miller notes that "97 percent of all home searches begin on the Internet." Dr. Kolko explains that Trulia, an online real estate marketplace, is not a replacement for agents. "We help consumers find agents," he adds. "One of the things that we offer is a national audience for listings," he explains. "We find that about one-third of the searches on our site cross state lines," he comments. </p>&#13;
<p>Edina Realty has eschewed television advertising for several years, due to its cost; digital advertising has become an increasingly important part of its messaging. In 2013, Edina's "on-line campaign will focus on the launch of our new mobile, iPhone, and iPad apps," Clare comments. Digital marketing "will also be used to support our open-house events, and drive consumers to begin their home search right from our banner ad widget."</p>&#13;
<p>More Inventory on the Horizon?&#13;
<br />Miller predicts that, in much of the U.S., we will soon see more foreclosures come into the market. In 2010, "there was a tsunami of foreclosures coming on the market," he says. In October 2010, the "robo-signing" scandal erupted in the media, when major lenders were "rubber-stamping foreclosure notices by the tens of thousands." As a result of this scandal, in 2011, "foreclosure volume fell by one-third, not because it was getting better, but because the servicers were afraid to foreclose, as they were subject to lawsuits and litigation." </p>&#13;
<p>By all measures, new construction is rebounding. Dr. Kolko notes that in San Francisco, rates of new construction have already returned to normal, even as it is still quite low in Las Vegas, Phoenix, and Sacramento. In Minnesota, where most of Edina's offices are, Jandric believes that a "normal market that brings in construction the way it needs to" is a couple of years away, although "we still have a tremendous amount of construction." </p>&#13;
<p>High-End Real Estate as the New Global Currency&#13;
<br />In New York and Miami, and in some other markets (including Phoenix), there has been growth at the high-end of the market due to foreign buyers, flush with cash. Affluent Brazilian buyers "single-handedly revived the Miami market," Miller says. Prices of high-end real estate in Brazil "are so astronomical, they are coming here, it is a bargain." High-net-worth buyers from overseas are treating U.S. luxury real estate "as some sort of safe haven, really for capital preservation, as opposed to making some sort of return," he comments. Miller notes the irony of this, seeing as "real estate and mortgages were the cause of the credit crunch." In San Francisco, Dr. Kolko notes, there has also been growth at the high-end of the market, and much of that growth has been fueled not from overseas but from those who have become wealthy from technology companies. </p>&#13;
<p>Thus far, this trend has not taken place in Minnesota, Jandric says. "I think 93 percent of the people who buy in Minnesota are from Minnesota," she comments, noting that Minnesota is not a warm-weather location like Phoenix and thus does not draw as many second-home buyers. Jandric has seen one sign of growth at the high-end, however: lakeshore property as second homes. At one point, "lakeshore was absolutely dead in the water," she explains. "We are starting to see that market pick up again, and have a pulse, although it still has a long way to go," she adds.</p>&#13;
<p>Miller notes that there have been "record prices set at the top sliver of the market," including a recent $ 47 million single-family home sold in Miami and two sales over $ 90 million in New York City.</p>&#13;
<p>Looking Ahead&#13;
<br />Policy made in Washington always has the ability to impact the real estate market. "We are watching closely to see what happens with capital gains' taxes, and with interest deductions on mortgages," Jandric says. Edina Realty will continue to monitor potential policy changes, and this would be the case no matter who had been elected in the 2012 cycle.</p>&#13;
<p>Miller believes that uncertainties about future policy, i.e. the "fiscal cliff" that will occur when tax cuts signed by President Bush in 2001 and 2003 expire, have weighed on the minds of many potential sellers. "What do sellers do when they do not know what to do? They do not do anything; they sit," Miller comments. </p>&#13;
<p>Much of the East Coast is still reeling from Hurricane Sandy. "Typically after a big disaster, lots of new home construction and sales are delayed," Dr. Kolko says. "At the end of the construction season, new home construction might get pushed into next year," he explains. "At the same time, there will be an urgent need for repair," he adds. </p>&#13;
<p>"Demand for construction work and rebuilding goes way up after a disaster," Dr. Kolko says. "Even though that will not be construction of new homes, there will be a lot of repair to existing homes," he comments. "Hurricanes tend to push up prices a bit, depending on how much housing gets destroyed," he adds. </p>&#13;
<p>"Aside from the most extreme disasters like Hurricane Katrina, people typically do not leave the area permanently," Dr. Kolko says. "If the disaster reduces the housing stock a bit without reducing the population, that will push prices up," he adds.</p>&#13;

<br />Rosemary Wisewould (Gamble) was born and raised in Collie, a small coal mining town in the south west of Western Australia. After marrying and relocating to Fitzgerald, a grain and sheep farming community on the coast, she became very active in the developing of the family farm. Wisewould studied and enjoyed English Literature in high school and for many years she dabbled in writing short stories and poetry but began writing seriously at a later age. Fitzgerald is close to the town of Jerramungup, a community which has a history connected with Australias returned servicemen and is, with the history of the clearing of the area, one of the inspirations for Virgin Impressions. </p>&#13;
